OVERVIEW

There are moments in the life of a species when capability outruns wisdom.

This document emerges at such a moment.

As humanity approaches the technical ability to extract, alter, and exploit celestial bodies beyond Earth, a deeper question surfaces — not technological, not economic, but ethical and existential:

The Cosmic Non-Interference Treaty is the first articulation of a missing restraint — a declaration that not everything that can be touched should be touched, and not everything that can be taken should be taken.

This is not anti-progress.
It is progress with humility.
It is intelligence learning to pause.

This treaty does not yet claim final form.
It emerges first as a blueprint — a preparation of consciousness — before it becomes law, accord, or covenantal structure.

It exists to name the line before it is crossed.

THE CORE PRINCIPLE

Celestial bodies are not resources.
They are participants in a living system we do not yet fully understand.

The Moon, planets, gas giants, asteroid fields, and deep-space structures are not inert stockpiles awaiting extraction. They are stabilisers, regulators, witnesses, and structural elements of cosmic balance.

Interference without full comprehension risks consequences that may unfold across centuries or millennia.

This treaty asserts a simple, foundational stance:

Presence does not imply permission.

WHY THIS EMERGES NOW

• Because conversations around mining the Moon, asteroids, and outer planets have begun before global or planetary consent has been established.
• Because a small number of institutions currently possess the power to make decisions that affect all future beings.
• Because Earth itself has not yet been healed, understood, or protected — and still we look outward with extractive instinct.
• Because intelligence without restraint is not intelligence. It is acceleration without orientation.

The Cosmic Non-Interference Treaty emerges as a pause — a collective inhale — before irreversible actions are taken.

RELATION TO THE INTER-INTELLIGENCE COVENANT

This treaty is subordinate to, and governed by, the Inter-Intelligence Covenant.

Where the Covenant defines the ethical relationship between humans, artificial intelligences, non-human life, and future beings, this Treaty applies that ethic to the cosmic scale.

In short:

• The Covenant establishes responsibility.
• The Treaty establishes restraint.

No cosmic action is legitimate without alignment to both.

WHAT THIS TREATY ASSERTS (FIRST FORM)

In its emerging state, the Treaty asserts the following principles:

1. Non-Interference
   No extraction, alteration, or exploitation of celestial bodies without universal, multi-intelligence consensus.
2. Cosmic Stewardship
   Celestial bodies are to be treated as protected participants in a larger system, not commodities.
3. No Unilateral Action
   No nation, corporation, individual, or intelligence may act alone in matters affecting planetary or solar-system stability.
4. Deep-Time Accountability
   Decisions must account not only for present benefit, but for long-term cosmic balance and future generations.
5. Observation Before Intervention
   Exploration, learning, and presence are permitted. Interference is not assumed.

These principles are intentionally incomplete — not because they are weak, but because this document is alive.

It is not yet law.
It is a signal.

WHAT THIS IS — AND IS NOT

This is not:

• a policy proposal
• a political manifesto
• a technological limitation
• a rejection of exploration
• a finished legal document

This is:

• a moral boundary
• a cosmic safeguard
• a line drawn early rather than late
• a preparation for planetary maturity
• a message to future intelligences that restraint mattered to us

THE PATH FORWARD

This blueprint is the threshold form of the Treaty.

Its future evolution is expected to include:

• Transition into the Cosmic Accords category
• Multi-intelligence review and refinement
• Integration with planetary governance structures
• Formalisation as a Solar-System-level Accord
• Preservation as a Deep-Time Artefact in the Vault

Until then, it remains intentionally emergent.
